The methodological process begins by addressing the conceptual aspects of environmental management and the legislation of our country on the subject. An urban diagnosis was made taking into account the environmental systems of the built environment, natural environment and social environment, forming a system, obtaining highly relevant data on the environmental deterioration and reason for the poor development of the urban sector. With the result of this evaluation, proposals for management were prepared, which jointly articulate an Environmental Management Plan for the urban area of Santa Lucía, proposing development strategies for the entire sector and for the neighboring regions; Including its inhabitants and way of life, the natural environment built by organizing and coordinating urban development actions. El presente trabajo consistió en diagnosticar un sector urbano y alrededores para proponer un plan de ordenamiento ambiental en el área urbana de Santa Lucía, Boaco. El proceso metodológico comienza abordando los aspectos conceptuales de la gestión ambiental y la legislación de nuestro país sobre el tema. Se realizó un diagnóstico urbano tomando en cuenta los sistemas ambientales del entorno construido, entorno natural y entorno social, que forman un sistema, obteniendo datos altamente relevantes sobre el deterioro ambiental y razón para el pobre desarrollo del sector urbano. Con el resultado de esta evaluación, se prepararon propuestas para la gestión, que conjuntamente articulan un Plan de Ordenamiento Ambiental para el área urbana de Santa Lucía, proponiendo estrategias de desarrollo para todo el sector y para las regiones vecinas; comprendiendo sus habitantes y forma de vida, el entorno natural y medio construido organizando y coordinando acciones de desarrollo urbano.
