(Territorial Ordering Plan) that will allow the recognition of the necessary tools for optimizing the use of space. This tools have not so far being used with the importance by them represented. Today it is vital to recognize that the subject of the environment is a key for all development processes and that the P.O.T. still has not developed the direction, scope and operational mechanisms in this direction where landscape is a perceptual catalyzer and integrator. It not only is to find the word environment in each one of the documents and components of the plan, it is more like finding the operational system of simple tasks like the planting of a tree as an answer of the culture of each community. Analizar los puntos débiles del Plan de Ordenamiento Territorial (POT) de Bogotá permitirá el reconocimiento de los puntos indispensables para el óptimo uso del espacio y que no han sido trabajados con la importancia que cada uno de ellos representa. Es imprescindible reconocer que hoy en día el tema del medio ambiente se ha convertido en eje central para todo proceso de desarrollo y que aún en el POT no se ha podido denotar la direccionalidad, enfoque y mecanismo operacional de esta dimensión, en donde el paisaje es su catalizador e integrador perceptual. No es solo encontrar la palabra paisaje o medio natural escrita en cada uno de los documentos y componentes del Plan, es más la identificación de un sistema de operación para que los procesos simples como la de poner un árbol sean la respuesta al reconocimiento cultural de cada comunidad.
