description	The understanding of the problematic of the “drought” as part of the process of articulating the national territory, which had been taking place since the mid-nineteenth century, was based on a broad documentary scope, led to the conceptual delimitation of a certain dimension: the technique. This material – official technical reports, travel book sketches, cartographical pieces, budget worksheets of hiring professionals and services, acts on the management of waters and forests, and specialized journals of many professional fields, for instance – has pointed to the transformation of the theme into a key problem for thinking (and planning and acting on) the territory of Brazil. Therefore, this paper aims to discuss theoretical and conceptual possibilities, as well as the methodological issues, on the treatment of this set of primary documents that can and has been mobilized to discuss the emergence and formation of modern disciplines focused on territorial knowledge, management and transformation. That is, it points to the very demand to debate the notion on a modern technical culture in Brazil.

A compreensão da problemática das “secas” como parte do processo de articulação eficiente do território da nação, que vinha se processando desde meados do século XIX, fundamentou-se em amplo escopo documental, levou à delimitação conceitual de uma determinada dimensão: a técnica. Este material –de relatórios técnicos do governo central aos esboços de cadernos de viagem; da confecção de material cartográfico e planilhas orçamentárias das obras aos documentos de contratação de profissionais e serviços; da criação de um corpus jurídico sobre a gestão das águas e das florestas aos embates nos periódicos especializados de vários campos profissionais– levou o tema a ser considerado como um problema-chave para se pensar (e planejar e agir sobre) o território do Brasil. Este artigo propõe então refletir as possibilidades teóricas e conceituais, assim como as questões metodológicas, no trato desse conjunto de registros materiais e físicos que pode e tem sido mobilizado também para discutir a emergência e formação das modernas disciplinas voltadas para o conhecimento, gestão e transformação do território e das cidades. Isto é, assinala a necessidade de debater a noção e a possibilidade de se falar em cultura técnica moderna no Brasil.
