From its creation in 1906 to 1932, the year in which an architect, José Hortal, was appointed director for the first time, the Direction oversaw notable engineers from the local institutional field. However, we find other characters, whose education oscillated between art and technique, in charge of the design of public architecture. Although this process recognizes social actors and institutions of different provenance, we are interested in the relationship between the institutions dependent on the recent National-Estate: The University of Buenos Aires and the Ministry of Public Works. We assume that the construction of the institutional buildings of the State supposed to overcome the ideas of rationality economics of 19th technical-scientific knowledge, insufficient for the symbolic expression of the state architecture. In this direction, the adoption in the local institutional field of the beaux-arts system provided the tools for theoretical and design discussion to express the public and national character of the architecture of the rising modern State. El propósito de este trabajo es analizar el rol que tuvieron los arquitectos en la construcción de la arquitectura pública en las reparticiones técnico-estatales desde finales del siglo XIX, siendo la Dirección General de Arquitectura del Ministerio de Obras Públicas un caso de singular interés. Desde su creación en 1906 hasta 1932, año en el que por primera vez un arquitecto, José Hortal, es nombrado director, la Dirección estuvo a cargo de notables ingenieros del campo institucional local. Sin embargo, encontramos otros personajes, cuya formación media entre el arte y la técnica, encargados de proyectar la arquitectura pública. Si bien en este proceso se reconocen actores sociales e instituciones de diversa procedencia, nos interesa analizar las redes de intercambio producidas entre las instituciones dependientes del reciente Estado federalizado: la Universidad de Buenos Aires y el Ministerio de Obras públicas. Partimos del supuesto que la construcción de las sedes institucionales del Estado supuso superar las ideas de racionalidad y economía de los saberes técnico-científicos decimonónicos, insuficientes para la expresión simbólica de la arquitectura estatal. En esta dirección, la adopción en el campo institucional local del modelo beaux-arts aportó las herramientas para la discusión teórica y proyectual en busca de expresar el carácter público y nacional de la arquitectura del naciente Estado moderno.
