Large projects are seen as an antidote to economic and urban stagnation. In Chile, with the new democratic governments, several projects are launched as mechanisms for recovery and "re-launching" of the cities, highlighting among them the "The Urban Recovery Program of the North Bank of the Biobío River" in the metropolitan area of Concepción (AMC). They have spent more than 20 years of urban intervention of "opportunity" for the city and the social, economic and political conditions have changed, distance of time that allows to examine and to evaluate one of the most ambitious urban projects in the country En América Latina y en particular Chile, en los años 90, surgen una serie de iniciativas de desarrollo urbano apoyadas por argumentos neoliberales. Estas intervenciones urbanas son justificadas como un instrumento para una nueva y moderna forma de gestión concertada, adaptadas a la contingencia de la nueva economía. Grandes proyectos son vistos como antídoto del estancamiento económico y urbano. En Chile, con los nuevos gobiernos democráticos, se ponen en marcha diversos proyectos como mecanismos de recuperación y de “relanzamiento” de las ciudades, destacándose entre ellos el “El Programa de Recuperación Urbana de la Ribera Norte del Río Biobío” en el área metropolitana de Concepción (AMC). Han pasado más de 20 años de aquella intervención urbana de “oportunidad” para la ciudad y las condiciones tanto sociales, económicas y políticas han cambiado, distancia de tiempo que permite examinar y evaluar uno de los proyectos urbanos más ambiciosos del país.
