In these years the civic function is qualified with the communitary action due to the impact on the social dynamics of new collective identities constructed around neighborhoods in conformation from social ties linked to the place of residence and further enhanced by family and work routines including schooling. The school appears as a socialization machine in a context of social mobility and the emergence of the middle classes. Meanwhile, the provincial bureaucracies in shaping appeal to the modern public building as a means of legitimization. When asked ¿why, and where primary schools were built? inquires into the expression of the urban meaning of the public-state, meaning that schools, like banners that ordered the cities functional and symbolically. El trabajo indaga en el rol de la escuela primaria en la transformación social y material de ciudades argentinas como Rosario en la década de 1930. En estos años la función cívica se matiza con la acción comunitaria debido a la incidencia en la dinámica social de nuevas identidades colectivas construidas en torno a los barrios en formación a partir de lazos sociales vinculados al lugar de residencia y potenciados por nuevas rutinas familiares y laborales, entre ellas la escolaridad. La escuela aparece así como máquina de socialización en un contexto de movilidad social y surgimiento de las clases medias. Paralelamente, las burocracias provinciales en conformación apelan a la edilicia pública moderna como dispositivo de legitimación.  Ante la pregunta ¿por qué y dónde se levantan las escuelas primarias? se indaga en la expresión urbana de lo público-estatal, entendiendo las escuelas como mojones que ordenan funcional y simbólicamente las ciudades.
