In that time new topographic institutions were created and complemented with local organizations, because they couldn't be able to aboard the whole territory with the human and economic resources they had. This article describes and analyzes this process, empathizing in local organizations of territorial management: the urban land commissions. En los años que prosiguieron a la crisis del '20, la nueva Administración, influida por los pensamientos de la elite porteña, inició una política territorial tendiente a conocer y controlar su territorio de influencia. Se crearon organismos cuyas estructuras y competencias fueron modificándose a lo largo del tiempo, en función de alcanzar los objetivos propuestos. En ese contexto surgieron las instituciones topográficas, en un principio con una estructura centralizada, que luego fue complementada con organismos locales, ante la imposibilidad de abarcar la totalidad del territorio con los recursos humanos y económicos disponibles.
