The role of the State has been transmuted in accordance with the empowerment of the promoters supported in the logic of the speculation and the gain; however, in the social experiences lies a more humane urban model, based on the rescue of the socialization process.Keyword: Urban development, political conflict, social policy and social exclusion El presente artículo plantea una discusión acerca de la ciudad como producto espacial de las relaciones sociales de sus actores y de los modelos de desarrollo que a lo largo de la historia han incidido en su configuración. El papel que juega el Estado se ha transmutado conforme al empoderamiento de los agentes promotores apoyados en la lógica de la especulación y la ganancia; sin embargo, en las experiencias sociales yace un modelo urbanístico más humano, basado en el rescate de los procesos de socialización.Palabras clave: Desarrollo urbano, conflicto político, política social, marginalidad.
