The guiding line of the analysis considers that the excessive amount of methodologies and the indiscriminate use of both concepts have questioned the theoretical basis and the operationalization of these policies in the context of trying to reduce regional inequalities and to elaborate public policies with the articulation of multiple spatial scales. The paper concludes that the “geographic blindness” of the territory and the region in Brazil’s governmental planning and public policies is consequence of a methodological problem of the public policies impact in the territory, and not the territory as a base of support for the elaboration and articulation of the public policies. Este artigo tem por objetivo discutir a validade teórica e operacional dos conceitos de território e região na proposta da Política Nacional de Ordenamento Territorial (PNOT) e na sistematização da primeira Política Nacional de Desenvolvimento Regional (PNDR I). O fio condutor da análise considera que a excessiva quantidade de metodologias e o uso indiscriminado de ambos os conceitos colocaram em questão a fundamentação teórica e a operacionalização dessas políticas no contexto da tentativa de diminuir as desigualdades regionais e de elaborar políticas públicas com a articulação de múltiplas escalas espaciais. O trabalho conclui que a “cegueira geográfica” do território e da região no planejamento governamental e nas políticas públicas brasileiras é consequência do problema metodológico, que pensa o rebatimento das políticas públicas no território, e não o território como base de sustentação para a elaboração e a articulação das políticas públicas.
