The lack of an axiological and doctrinal framework for the decentralisation process is undoubtedly the main weakness of the Chilean process. For this reason, processes of re-democratisation through the re-structuring of the State and its functions, or the re-legitimacy of the State have been more important than any other consideration. Este trabajo, busca establecer que en Chile el tema de la descentralización ha sido colocado en la agenda pública, más que por razones ideológicas sustentadas en un "modelo de economía social de mercado", por consideraciones netamente de índole administrativo y político. La carencia de un marco axiológico y doctrinario del proceso de descentralización, es sin lugar a dudas la principal debilidad del proceso chileno y por lo mismo, procesos de redemocratización, a través de la reestructuración del Estado y de sus funciones, o la relegitimación del Estado han estado más presentes que ninguna otra consideración.
