Shrnutí:The purpose of this paper is to analyze the implications of development at the macro – regional, local and micro – regional levels skating from the central hypothesis from the development theory that draws on economic development will bring with it social and political development. After a conceptual approach of development, the existent theories od development are briefly reviewed as tools of analysis of reality. In the discussion it is concluded that the process of local and regional development require of a substantial transformation of negotiated relationships between economic agents and political actors. Because the Welfare State is slowly going backward in contemporary societies, one of the main challenges is the empowerment of social and communitarian organizations which have to perform an active role in the processes of local and regional development.
