Zusammenfassung:Master plans have become powerful tools in the development of large scale complex projects of urban design. It offers a device that is flexible in the articulation of interests in time and that is based upon a structure with multiple advantages compared to the type of project based on the idea of an urban image predetermined at the time of creation, which is supposed to be hard to accomplish. The following article using the “Portal Bicentenario” as a case study, addresses some of the strengths and weaknesses of this tool. Master plans have become widespread in the production of city spaces, and they are especially used in large scale projects lead by the state and carried out by the private sector.
