It offers a device that is flexible in the articulation of interests in time and that is based upon a structure with multiple advantages compared to the type of project based on the idea of an urban image predetermined at the time of creation, which is supposed to be hard to accomplish. The following article using the “Portal Bicentenario” as a case study, addresses some of the strengths and weaknesses of this tool. Master plans have become widespread in the production of city spaces, and they are especially used in large scale projects lead by the state and carried out by the private sector. Hoy día la herramienta del Plan Maestro, aparece como un poderoso instrumento para el desarrollo de proyectos urbanos de gran tamaño o complejidad. Ofrece un dispositivo flexible de articulación de intereses en el tiempo, que se estructura con múltiples ventajas, por sobre el modelo de proyecto basado en la idea de una imagen física terminada desde su gestación, supuestamente difícil de concretaro de realizar. El presente artículo, usando como ejemplo el proyecto de regeneración urbana Portal Bicentenario, expone, a modo de ensayo breve, algunas de las ventajas y debilidades de esta herramienta, cada vez más ampliamente usada en la producción de la ciudad, especialmente en su aplicación a megaproyectos urbanos de carácter público, liderados por el Estado y desarrollados por el sector privado.
