The way public administration is actually administrated depends on the historical moment and its specific circumstances in which political rationality is the rule but it is also influenced by the administrative and technical rationality. Attention is here paid to the latter, considering the "normative" aspects underlying the way in which public administration think and act. A descriptive model of the technical and instrumental aspects of rationality is presented. These are characteristic of the modernizing atmosphere in which the political-administrative function of the state is developed. The development of this model is conceived as an exercise of "constructive typology", following the Weberian approach. Para examinar los resultados de las políticas públicas, se requiere comprender los aspectos referentes al comportamiento de la actividad político-administrativa del Estado. Si bien el proceder público depende del devenir histórico y sus circunstancias específicas en las que prevalece la racionalidad política, también está influido por las formas de racionalidad administrativa técnica. La atención se focaliza en estas últimas, considerando los aspectos de naturaleza “normativa” que subyacentemente incide en la manera propia de ser, de pensar y de actuar de las organizaciones de la administración pública. Se presenta un modelo descriptivo de los aspectos técnicos e instrumentos de la racionalidad, propia del ambiente modernizante en cuyo cauce se desarrolla la actuación político- administrativa del Estado. La elaboración de este modelo se concibe como un ejercicio de “tipología constructiva”, siguiendo la perspectiva weberiana.
