Resumo:This paper deals with what democracy has forgotten. In the effort to reach the competitivity demanded by the economic globalization, to adapt to the administrative decentralization, to solve the problems of rural migrations, to incorporate the people to labor, there are territories in the Tucumán Province which are not even included in this race within the system. They move at their own at their own pace as they want to be noticed by the legislation, the investment and the chances for local development. These are areas, which have no jurisdiction as regards local, municipal or communal administration. Places which have been forgotten about and which reflect the center of a greater structure showing productive, institutional and territorial unbalances.
