It is necessary to face this problem through new approaches and proposals in a broader and integrative perspective, which would include aspects such as social, cultural, urban-rural, financial and administrative management. The proposal on the second part of the paper deals with an integral approach to extreme poverty, assisting not only in the lack of housing but also in the generation of the necessary conditions for the incorporation and integration of the families in need. The proposal includes legal measures where the municipalities are the main agents for social mobility and along with the provision of houses, quality physical and aesthetic habitats, there should be the participation of municipality personnel in order to contribute to the achievement of the above mentioned conditions. The proposed housing options are a preliminary version coming first form internal discussion at the Housing Institute for the formulation of a reference frame and secondly, as a personal proposal which has been experienced in teaching the Second year Studio in our School of Architecture, some of which examples are included here. El artículo plantea en su primera parte que la opción habitacional para los pobres es cada vez más restringida en Chile, especialmente en la Región Metropolitana, y que se necesita abordar dicho problema mediante nuevos enfoques y propuestas en un marco mayor e integrativo de planteamientos sociales y culturales, urbanos-rurales, de gestión financiera y administrativa. La propuesta de la segunda parte se inscribe dentro de un enfoque integral de la extrema pobreza, no atendiendo únicamente al problema de carencia habitacional, sino apuntando, también, a generar condiciones que permitan la incorporación e integración de las familias carenciadas a la sociedad. Para ello la propuesta implica una gestión de carácter local en donde los municipios son los principales impulsores de la movilidad social, considerando que, junto con la provisión de viviendas y ambientes de calidad física y estética, exista una intervención de personal municipal para contribuir al logro de las condiciones anteriormente señaladas. La opción habitacional que se expone en una versión preliminar que ha surgido, primero, de la discusión interna del Instituto de la Vivienda para la formulación de un marco de referencia; y segundo, como una propuesta personal, que ha sido experimentada en la docencia de Taller de segundo año en nuestra Escuela de Arquitectura; algunos de cuyos ejemplos se incluyen en el artículo.
