This will be done through the study of the "Ley de Fomento de la Edificación Obrera" (Law for the Support of Labor Building) and the "Caja de la Habitación" (Housing found). Stress is put on the aspects that characterized the passing of those laws and part ot the debate on housing in those days is also presented. In addition, an account is given of the tendencies then present in the public area to face the housing shortage which strongly affected the lower social levels. El presente trabajo intenta aproximarse al análisis de la política de vivienda social en Chile en las décadas de 1930 y 1940, a través del estudio general de las «Leyes de Fomento de la Edificación Obrera» y de la Caja de la Habitación. Se resaltan aquellos aspectos que caracterizaron la promulgación de aquellas normativas y se expone parte del debate que se generó en torno al tema habitacional en esos años. Paralelamente se da cuenta de las tendencias que predominaban en el ámbito público para abordar la carencia de viviendas que afectaba con especial vigor a los grupos sociales más desfavorecidos.
