Sepúlveda Ocampo, Rubén This article presents a critical analysis of the housing situation in Chile comparing the known success of the present system with the limitations affecting the residential habitat quality, especially in poorer areas. As a result of this analysis a proposition is made for all the actors to take part in the system, to transform the state into a guarantee, for sustainable and democratic development, to acknowledge the social and urban diversity, to promote a decentralization, to develop effective social control methods by the citizens, to contribute to the development and formation of the human capital, to advance in the laws that integrate the territorial and urban order, to acknowledge the urban soil as a scarce economic good, to value the technical assistance, to develop a program to improve the existing housing stock and to structure a mechanism to evaluate the housing production, It was exposed at the VI Encuentro of the Red Universitaria Latinoamericana de Cátedras de Vivienda, Córdoba, Argentina, October, 2000. El artículo hace un análisis crítico de la situación habitacional en Chile confrontando los éxitos reconocidos del sistema vigente con las limitaciones que afectan la calidad del hábitat residencial de la población, especialmente la más precaria. Como resultado de este balance propone que se incorpore la participación de todos los actores al sistema, que el Estado se transforme en un garante del desarrollo sostenible y democrático, que se reconozca la diversidad social y urbana, que se impulse una descentralización, que se abran efectivos mecanismos de control social por parte de la sociedad civil, que se contribuya al desarrollo y formación del capital humano, que se avance con una legislación que integre el ordenamiento territorial y urbano, que se reconozca que el suelo urbano es un bien económico escaso, que se valorice la asistencia técnica, que se genere un programa de mejoramiento del parque habitacional existente y se estructure un mecanismo de evaluación de la producción habitacional.
