| Resumo: | This paper is based on a theoretical analyze of the relationship between culture and disasters, supported by the Greek philosophy. This work is focused on the evolution review of ideas about technical and cultural issues until today. This analysis is conducted in order to understand the slow evolution of the ideas about culture and disasters concerns, its impacts on territory and urban politics. A conceptual analysis on social change linking to disasters and on social vulnerability, explore new ideas about holistic approach of the vulnerability. |
