This work is focused on the evolution review of ideas about technical and cultural issues until today. This analysis is conducted in order to understand the slow evolution of the ideas about culture and disasters concerns, its impacts on territory and urban politics. A conceptual analysis on social change linking to disasters and on social vulnerability, explore new ideas about holistic approach of the vulnerability. A partir de un análisis de los fundamentos teóricos de la relación cultura y desastre, basados en la filosofía griega, este trabajo ofrece un panorama de la evolución de las ideas alrededor de los conceptos de técnica y de cultura hasta nuestros días. Este análisis permite entender la lenta evolución de las ideas en torno a la problemática cultura y desastres, sus impactos hacia el territorio y las políticas urbanas. También un análisis de conceptos tales como el cambo social relacionado con desastres y la vulnerabilidad social conducen a presentar nuevas ideas enfocadas hacia un visión holística de la vulnerabilidad.
