That means that in most cases the houses do already exist but their inhabiting conditions are inadequate. This paper analyses to what extent housing policies face this problem. It is interesting to know the current programs and projects, their characteristics and financial conditions among other factors, as well as the housing, services and equipment strategies. Private alternatives and their feasibility to face this problem are also analysed. |
