| Streszczenie: | The problems of the large housing groups created in the 70 and 80´s and which are highly deteriorated today, go beyond their territory and affect the surroundings. Such housing solutions supported by the state have been the result of decisions taken at a national, provincial or municipal level and involve different stages of the productive process, from policies, plans and programs to carrying out the projects going through managing, the project itself, construction and awarding without considering the use and maintenance. Considering the need of growth and development the city councils must have a strategic planning for rehabilitation. Such planning must allow for the identification, design and management of development strategies using a dynamic and participatory methodology which would generate associated processes, intangible capital (human and social) and tangible capital thus guaranteeing life quality , social and economic progress. Urban rehabilitation goes beyond the municipality, it modifies the consolidated urban scene and it aims at preserving historical, cultural, economic, social and environmental values. The aim is to give new life to the neighbourhood, find new ways of management and promote the rise of new identities by strengthening the formation of social liaisons. This proposition requires interdisciplinary work and incorporates the concepts of Agenda 21 regarding the sustainability of development. |
