Describe el marco en que se han generado las políticas de vivienda en América Latina, analizando seis factores: el crecimiento de la tasa de urbanización, la aparición y arraigo del sector informal, la alta proporción de pobreza e inequidad que se genera en las ciudades, el incremento del déficit de vivienda, las necesidades de inversión en el mejoramiento de los barrios y la adaptación del modelo de financiación chileno.
