Nevertheless we know today that such policies and actions have not been enough to considerably demoniac the resulting damage and losses. La visión de los desastres como fenómenos naturales peligrosos, difíciles de prevenir y controlar, ha sido la concepción que ha prevalecido durante mucho tiempo. Ésta ha generado políticas y acciones dirigidas a la atención de las emergencias en el momento en que éstas ocurren. Sin embargo, hoy día sabemos que estas políticas y acciones han sido insuficientes para disminuir significativamente los daños y pérdidas resultantes.
