Summary:When dealing with the housing problem derived from disasters, it is important to keep in mind that in the present state of the Latin-American countries, apart from the catastrophes, the poor people represent a permanent serious emergency situation. The capacity to see the effects of a disaster as a “stressed emergency” or “doubled emergency” over a situation which was already at the limit before the disaster , is a way to keep poverty as a priority which is indeed the central problem. It should be dealt with as a whole with all its actors whether they are affected or not by a disaster.
