Crynodeb:The dispute between the Chilean government and housing debtors has strained housing policies of the country. This article mentions the conflict created by the subsidiary policies of the Ministry of Housing and Urban Development. To that effect, the historical and recent evolution of state action and the perceptions of social actors are analyzed. Privatization of credit, debt cancellation and the creation of housing solutions exempt from debts did not put an end to the problematic arrears of shantytown dwellers. On the contrary, government reforms seem to have reproduced demands for debt cancellation
