Crynodeb:In order to facilitate the process for the selection and prioritization of territories that requires intervention by the Neighborhood Recovery Program —promoted by the Ministry of Housing and Urban Development—, a territorial-based methodology has been developed to identify the areas of interest for public management. Such a challenge is not only consistent with the need to establish objective, quantifiable and transparent criteria to guide neighborhood-scaled investment, but also with the creation of major urban management entities intended to provide a comprehensive view of territories according to concerted and strategic planning. With the above objective in mind, this paper offers the first approaches to the design of a territorial-based methodology by setting out the possibilities of its implementation and contribution to regeneration processes and equalization of the urban conditions of different territories.
