Such a challenge is not only consistent with the need to establish objective, quantifiable and transparent criteria to guide neighborhood-scaled investment, but also with the creation of major urban management entities intended to provide a comprehensive view of territories according to concerted and strategic planning. With the above objective in mind, this paper offers the first approaches to the design of a territorial-based methodology by setting out the possibilities of its implementation and contribution to regeneration processes and equalization of the urban conditions of different territories. Con el propósito de facilitar el proceso de selección y priorización de los territorios a intervenir por el Programa de Recuperación de Barrios del Ministerio de Vivienda y Urbanismo, se ha desarrollado una metodología de focalización territorial que busca identificar áreas de interés para la gestión pública. Dicho desafío no sólo resulta consistente con la necesidad de establecer criterios objetivos, cuantificables y transparentes para orientar la inversión en la escala barrial, sino que tiene relevancia con miras a construir unidades de gestión urbana mayor, que permitan una visión integral de los territorios a partir de una planificación concertada y estratégica. Con este objetivo, el presente artículo da cuenta de las primeras aproximaciones desarrolladas para el diseño de una metodología de focalización territorial, exponiendo las posibilidades que nos devela su aplicación, al contribuir tanto en los procesos de regeneración como en las posibilidades de igualar las condiciones urbanas de los distintos territorios.
