الملخص:The spread of ICT and the deployment of telecommunications infrastructure are contributing factors to development and productive diversification. However, at a local level, particular conflicts arise from the socio-economic characteristics of the territory. The purpose of this paper is to analyze the main conflicts regarding the deployment of telecommunication infrastructure in Bariloche. The regulation on towers deployment for antennas and cables is in contradiction with the economic interests of telecommunication firms. The main contribution of this paper is to explain the conflict between the principal agents involved, the institutional problems and the behavior of the telecommunication companies. The overlapping of regulations gives rise to companies judicially impugn the ordinances, exercising a virtual power of veto over local politics. The result is the redirection of investments towards projects of greater profitability, lower quality of connectivity and higher administrative costs for the city council.
