Modernists believed that the city design would promote a more equal world and that the urban structure could be shaped rationally and functionally so as to reach social well-being. However, the schematism and excessive rationalization that conceived standard housing as having no relation to the identity of the dwellers caused a lot of critique by the younger generations within the CIAM itself. Team 10 sought to retrieve concepts of the traditional city and create a greater sense of community and identity, a construction of more immediate relationships between the family nucleus and the social group, between the residence and the collective spaces. This article is a reflection on the circulation of these “universal” ideas and their local applications focusing on a housing community in the city of Pelotas. That urbanization project shaped in the 1980s is a rich example for study because in it one can identify the presence of the different views of the city in the 20th century. The CIAM principles were present at the moment of its conception, but they were already “contaminated” by the critique of the functionalist city after World War II. This legacy, viz. the Team 10 legacy, has enabled the transformation of the housing community into a “neighborhood” full of intense urban animation, and this can be noticed in the “spontaneous city” that began to be built soon after the urbanization process started.Key words: CIAM, Team 10, housing community in Pelotas, Terras Altas Community. O CIAM se estabelece a partir do final da década de vinte do século passado como palco de discussão e difusão das novas ideias de urbanismo. Os modernistas acreditavam que o desenho da cidade seria propiciador de um mundo mais igualitário e que a estrutura urbana poderia ser conformada racional e funcionalmente de forma a se atingir o bem-estar social. Porém, o esquematismo e o excesso de racionalização que concebia a habitação padronizada sem qualquer relação com a identidade do morador provocaram fortes críticas por parte das gerações mais novas no próprio seio do CIAM. O Team 10 foi buscar no resgate das categorias da cidade tradicional um maior sentido de comunidade e identidade, uma construção de relações mais imediatas entre o núcleo familiar e o grupo social, entre a residência e os espaços coletivos. Este trabalho se constitui como uma reflexão sobre a circulação dessas ideias “universais” e suas aplicações ou traduções locais tomando um conjunto habitacional da cidade de Pelotas como objeto de estudo. Esta urbanização conformada nos anos oitenta se configura como rico exemplo de estudo porque nela é possível verificar a presença das diferentes visões sobre a cidade ocorridas no século XX. No momento da concepção estão presentes os princípios do CIAM, mas já “contaminados” pela crítica à cidade funcionalista do segundo pós-guerra. Esse legado, o legado do Team 10, tem possibilitado, e isso se nota na “cidade espontânea” que começa a ser construída logo após a ocupação da urbanização, a transformação do conjunto em um “bairro” dotado de intensa animação urbana.Palavras-chave: CIAM, Team 10, conjunto habitacional em Pelotas, Conjunto Terras Altas.
