| Resumo: | With the crisis and the fiscal adjustment in Brazil after the economic miracle, some actors have gained space in the financing of urban policies, among them the World Bank. The Bank 's performance influenced the way to implement urban policies here in Brazil, but little is known about the policy decision - making process with the participation of this international actor and the effects of these policies. The article contributes with a case about Line 4 - Yellow of the Subway of São Paulo to show that local actors have an important participation in the decisions about such policies and that they constitute a perverse form of progress, in which the most modern ideas of the multilateral agencies serve to make up for the late here. |
