This duality has defined the difficulties to build a more efficient urban planning scheme. The evolution of this planning scheme during the urban crisis period in the 80’s and 90’s and its actual circumstances defined by its regulation in 1991 National Constitution and the Territory Ordering as a common practice, preserves the “dual” scheme. El texto hace un análisis de la conformación del esquema de planeación urbana en Bogotá compuesto por dos elementos paralelos, con campos aparentemente delimitados, pero que no se complementan adecuadamente, ni mantienen relaciones productivas entre sí. Esta dualidad ha marcado parte importante de las dificultades para consolidar un esquema más eficiente de planeación urbana en la ciudad. La evolución de este esquema de planeación en el período de la crisis urbana en los años ochenta y noventa y su conformación actual a partir de la reglamentación de la Constitución de 1991 y de la implantación del ordenamiento territorial como práctica mantienen este esquema “dual”.
