Shrnutí:The backwardness is a condition linked to the development phenomenon, being a new way to name the distinction between the development and underdevelopment. It’s analyzed in this case the Programa de Gestión Territorial para Zonas Rezagadas (2014-2018) promoted by the government of Chile. The results of the research affirm the existence of a territorial trap that constraint the development of the Province of Arauco, which is made up of factors such as the peripheric condition of the Province, the centralism, the features of the forestry expansion, the ineffective action of the public policy and the inexistence of value dissemination by the big forestry company. Finally, it is concluded that, although neither the forestry sector nor the public policy are responsible of the backwardness permanence, it is possible to verify that both factors contribute to the permanence of the backwardness within the Province of Arauco, keeping a gap between this territory and the rest of territories both in the region and the country.
