Summary:The qualitative deterioration of the residential space destined to the population of low income in the mains cities of Colombia leads to reflect on the logics of configuration that occur in that territory and its form of evaluation. The nature of the model of the city implanted, its form of production and occupation of the land, has generated a scenario of necessity, deficiency and fragmentation. An analytical look at the factors that determine this quality allows us to approachan evaluation methodology about the conditions of those territories. The objective is to develop a technical proposal to identify the formal aspects of social housing and the environment. For this, a set of indicators based on political regulation, legal instruments and national and international measurement initiatives on the quality conditions of social housing are explored. Research finding concludes with a complex task of limiting the term of quality at the urban level and formulating the set of parameters that define it.
