要約:In recent decades, Argentine cities have been characterized by an accelerated increase in urbanized areas, in the context of a growing need for land. These urban growth processes give rise to cities that grow and expand on vacant land, and at the same time generate them inside, indefinitely extending urban limits, which brings with it a large number of problems. In this framework, it is considered that the existence of vacant land within these cities is the result of the combination between speculative market operation, with unregulated logics, and restrictions on the management of urban growth by the State. For this reason, it is proposed to rebuild the toolbox available to the State to act on the phenomenon of land vacancy, in order to (re) guide the current processes of urban growth. To that end, the different mechanisms, instruments, practices and procedures available to the State -at its different levels - to act on the problem are surveyed and analyzed.
