ojs-article-1202020-09-04T12:10:19Z Housing and promotion for the majority Vivienda y promoción para las mayorías Castañeda Nolasco, Gabriel Housing, as it is presented today in the formal production system and its promotion by the different economic means, is and has been different from the majority social production housing and, of course, its promotion over time, what which suggests that society, in its stratification, exalts differences in humans, minimizing the statements of the rights of all, and more of the majority groups, so that each initiative would be to strengthen the intention to provide housing for all it remains at the level of official rhetorical discourse of any country, at least Latin American. This situation has always been repeated cyclically in the so-called developing countries. However, in our country, Mexico, given the offer of the fourth transformation, arises, like what Horacio Berretta mentioned more than 30 years ago in Buenos Aires, from the Experimental Center for Economic Housing, as a hope that addresses the problem of housing and habitat based on the most elementary concepts of ancestral organization of the majority, self-construction and mutual aid, with the promise of legislating in favor of the materialization of their effort, accounting for the most abundant resource among the poor, their labor force, and their cultural features, supported in a democratic treatment of the habitat and the proper and appropriate technological development that encompasses the material resources of the local and regional context. La vivienda, tal como se presenta hoy en el sistema formal de producción y su promoción por los diferentes medios económicos, es y ha sido diferente de la vivienda de producción social de las mayorías y, desde luego, de su promoción en el tiempo, lo que sugiere que la sociedad, en su estratificación, enaltece las diferencias en los humanos, minimizando los enunciados de los derechos de todos, y más de los grupos mayoritarios, por lo que cada iniciativa seria de fortalecimientode la intención de atender la vivienda para todosqueda en el nivel de discurso retórico oficialista de cualquier país, por lo menos latinoamericano.Esta situación se repite desde siempre de manera cíclica en los llamados países en desarrollo. Sin embargo, en nuestro país, México, ante el ofrecimiento de la cuarta transformación, se plantea, a semejanza de lo mencionado por Horacio Berretta hace más de 30 años en Buenos Aires, desde el Centro Experimental de Vivienda Económica, como una esperanza que aborda el problema de la vivienda y el hábitat sobre la base de los conceptos más elementales de organización ancestral de las mayorías, la autoconstrucción y laayuda mutua, con la promesa de legislar a favor de la materialización de su esfuerzo, contabilizando el recurso más abundante entre los pobres, su mano de obra, y sus rasgos culturales, apoyadoen un tratamiento democrático del hábitat y el desarrollo tecnológico propio y apropiado que abarca los recursos materiales del contexto local y regional.
