Within the objective of reaching a degree of user satisfaction with his/her housing environment, two main schools of thought have emerged: the environment behavior research school of thought and the design participation school of thought. The main reason for the lack of user satisfaction with mass housing design has been attributed by those in the design participation school of thought to the control by architect over design decisions with no user participation at all. This paper assesses, through the use of five indicators, the claims of the design participation school of thought, that successful mass housing might be produced only through the effective participation of future users in decisions concerning the design of housing units and the design of housing scheme, either during the design process or during the occupation of housing units, by means of alterations and appropriations of spaces. The empirical work comprises three state financed mass housing schemes for low-middle income people in the estate of Rio Grande do Sul, Brazil. A falta de satisfação do usuário com a qualidade de projeto de conjuntos habitacionais, destinados a população de rendas baixa e média-baixa, tem sido largamente referenciada na literatura. Com o objetivo de produzir um ambiente habitacional satisfatório para o seu usuário, emergem duas principais escolas de pensamento: a escola de pensamento sobre pesquisa na área ambiente/comportamento e a escola de pensamento sobre a participação do usuário. De acordo com a segunda escola de pensamento, as principais razões para a falta de satisfação do usuário com o projeto da habitação popular estão associadas ao controle absoluto do arquiteto sobre as decisões de projeto, o qual exclue a participação do usuário. Este artigo examina, através de cinco indicadores, o principal argumento defendido pela escola de pensamento sobre a participação do usuário, de que o sucesso na produção da habitação popular somente pode ser alcançado através da participação efetiva dos futuros residentes em decisões concernentes aos projetos das unidades habitacionais e de todo o conjunto, tanto durante o processo de projeto quanto após sua construção, durante o processo de ocupação das unidades habitacionais, através de alterações e apropriações dos espaços efetuadas pelos residentes. 0 trabalho empírico compreende três conjuntos habitacionais financiados pelo BNH e destinados a populações de renda média-baixa no estado do Rio Grande do Sul, Brasil.
