The variables of the decision making process were identified in this paper by focusing techonology in a competitive logic, and by qualifuing the technology selection process as a quality management element in the developing phase of building. The main goal was to develop a model to aid decision-makers with approaches that, untilnow, hadn’t been incorporated to the production of buildings, although desirable in face of the needs of the all agents in the procuction process. The needs of users production agents were identified by characterization methods of compretitive strategies, market segments and the performance expectancy of the products during their life-cycle, focusing housing construction. The methodology establishes a model of an information system shared among the agents which develop instruments to define performance criteria of the building products during their life-cycle. This includes the economical performance, in other words, theirs performance refering to the costs of operation and maintenance activities. A seleção de alternativas tecnológicas para a concepção e desenvolvimento de empreendimentos de edificações tem se colocado como um processo decisório de complexidade crescente para agentes promotores, projetistas e contratantes de obras. Inserindo a tecnologia numa lógica de competição e caracterizando o processo de seleção tecnológico como um elemento do sistema de gestão da qualidade na etapa de desenvolvimento do produto-edifício, foram identificadas neste trabalho as variáveis envolvidas no processo decisório. O objetivo central foi de desenvolver um modelo de apoio à decisão com abordagens até então não incorporadas à produção de edificações, porém desejáveis face às necessidades de todos os agentes intervenientes. Foram identificadas as necessidades dos usuários e dos agentes de produção por meio de métodos de caracterização das estratégias competitivas, dos segmentos de mercado e das necessidades de comportamento dos produtos ao longo da vida útil, com foco na construção habitacional. Com a modelagem de um sistema de informações compartilhado entre os agentes envolvidos, desenvolveu-se instrumentos para o estabelecimento e critérios de desempenho ao longo da vida útil, incluindo o desempenho econômico, ou seja, o comportamento quanto aos custos de operação e manutenção das edificações.
