The AEIS-1 were established for privately owned vacant areas. The application of AEIS-1 stood out as one of the first urban policy instruments to mark privately owned vacant land, forcing them to comply with their social role, which is to be used for the production of social interest housing. Eighty percent of the AEIS-1 was effectively used for producing social interest housing, reducing the reproduction of the informal city in Diadema. This paper presents an assessment of the AEIS-1, carried out by the National Network of Assessment and Dissemination of Alternative Initiatives in Social Housing. As Áreas Especiais de Interesse Social (AEIS) foram implantadas no município de Diadema, na Região Metropolitana de São Paulo, a partir da aprovação do Plano Diretor de 1994. As áreas utilizadas para a regularização fundiária foram denominadas como AEIS-2, que abrangiam a totalidade das favelas da cidade, independentemente de sua localização ou regime fundiário. As AEIS-1 demarcaram áreas particulares vazias. A aplicação das AEIS-1 se destaca por ter sido um dos primeiros instrumentos urbanísticos a demarcar terrenos particulares vazios, fazendo com que eles cumprissem de fato sua função social, o de serem utilizados para a produção de habitações de interesse social. Efetivamente, oitenta por cento das áreas demarcadas como AEIS-1 foram utilizadas para produzir habitações de interesse social, o que reduziu a reprodução da cidade informal. O presente artigo apresenta uma avaliação das AEIS-1 realizada no âmbito da Rede Nacional de Avaliação e Disseminação de Experiências Alternativas em Habitação Popular.
