Achoimre:This article presents the partial results of the application of post occupancy evaluation methods and techniques, focused on the environmental quality, and user participation and satisfaction, in two comparative case studies of low income social housing settlements in the outskirts of Passo Fundo, RS. These settlements were built collectively by the dwellers themselves in the 1990s, one of them as a non-profit self-managed cooperative, and the other one promoted by the municipality. This study emphasized the social efficacy of users’ participation in house-building, in terms of a comparative assessment of the organizacionalbehavioral diagnosis, by considering the similarities and differences, as well as the positive and negative points of self-built housing as a form of provision for peripheral urban population. As a conclusion, the comparative results of social efficacy and organizational efficacy of these alternatives in the current socioeconomic context are presented.
