spelling ojs-article-832020-09-04T12:10:45Z Minimum Housing, Evolution of the Concept and Revision of the Regulations Applicable to Mexico Vivienda mínima, evolución del concepto y revisión de la normatividad aplicable a México Martínez Rodríguez, Andrés de Jesús Díaz Núñez, Verónica Livier The issue of minimum housing in Mexico is a subject that is always pending in terms of both national and local public policy, since it poses complex challenges in accordance with the mul- tiple problems and inherent phenomena with the definition of the minimum habitable space, and with the current conditions of overcrowding, vio- lence, cost overruns, lack of equipment and basic urban services, that social housing projects car- ried out in recent decades have left on national territory, with serious problems that have caused their gradual and apparent inevitable mass aban- donment, particularly those located in the periurban fringes furthest from the large metropol- itan areas. It is in this context that this article aims to provide theoretical and conceptual elements that allow a critical approach to the housing problem in Mexico, in particular the so-called minimum housing, for which in the first instance the con- cept is revised over time, to contextualize in a general way some of the main exemplary cases carried out with the influence of the Russian socialist housing and of the Modern Movement itself. El tema de la vivienda mínima en México es una asignatura siempre pendiente en materia de po- lítica pública, tanto nacional como local, ya que plantea complejos retos en concordancia con los múltiples problemas y fenómenos inherentes con la definición del espacio mínimo habitable, y con las condiciones actuales de hacinamiento, violencia, sobrecosto, déficit de equipamiento y de servicios básicos urbanos, que los proyectos de vivienda social realizados en las últimas décadas han dejado sobre territorio nacional, con graves problemas que han ocasionado su paulatino y aparente inevitable abandono masivo, particularmente de las que se localizan en las franjas periurbanas más alejadas de las grandes áreas metropolitanas. Es en este contexto que el presente artículo pretende aportar elementos teóricos y conceptuales que permitan realizar un acercamiento crítico al problema de la vivienda en México, en particular a la denominada vivienda mínima. En primera instancia, se revisa el concepto a través del tiempo para contextualizar de forma general algunos de las principales casos ejemplares realizados con influencia de la vivienda socialista rusa y del propio movimiento moderno, destacando los proyectos singulares por su visión nacionalista.
