The Experimental Center for Economic Housing (Centro Experimental de la Vivienda Económica, or CEVE) is a research center with over 50 years of experience in the field of popular habitat. The center has been home to technological and organizational developments, either implemented by the center itself or transferred to other institutions and communities. As in many other occasions, the current institutional profile is in a moment of transition. Therefore, this article seeks to reflect on previous and present approaches on how to understand the issue of popular habitat and its evolution within the institutional framework, with a special focus on the scope and limitations of the technological approach in addressing housing needs given the increased complexity of the current method. This paper analyzes three recent experiences working side by side with both private and state actors, where non-technological factors played a key role to assess the performance of programs in resolving the identified needs. |

El Centro Experimental de la Vivienda Económica (CEVE) es un organismo de investigación con más de 50 años de trayectoria. En su haber cuenta con numerosas experiencias de desarrollos tecnológicos y de gestión organizacional, tanto transferidos a terceros como ejecutados por el propio centro. Como en tantos otros contextos, el perfil institucional actual se encuentra en un momento de transición. En este sentido, el presente esfuerzo de reflexión se propone revisar enfoques precedentes y coexistentes para concebir la problemática habitacional y su devenir dentro de la institución, centrándose particularmente en los alcances y las limitaciones del enfoque tecnológico para dar respuesta a las necesidades habitacionales en relación con la complejidad que caracteriza el abordaje actual. Para ello, se analizan tres experiencias recientes de articulación con actores estatales y privados en los que los factores no tecnológicos también jugaron un rol central en el desempeño de los programas y la resolución de las necesidades atendidas. Conta com numerosas experiências de desenvolvimento tecnológico e de gestão organizacional, tanto transferidos a terceiros quanto executados pelo próprio centro. Como em outros contextos, o perfil institucional atual se encontra num momento de transição. Nesse sentido, o presente esforço de reflexão propõe a revisar abordagens precedentes e coexistentes para conceber a problemática habitacional e seu futuro dentro da instituição, focando particularmente nos alcances e limitações do enfoque tecnológico para atender às necessidades habitacionais quanto à complexidade que caracteriza a abordagem atual. Para isso, são analisadas três experiências recentes de articulação com atores estatais e privados nos quais os fatores não tecnológicos também desempenharam um papel central no funcionamento dos programas e na resolução das necessidades atendidas.
