Desarrollo urbano y gestión ambiental Fernández-Fernández, Alba-María commuting urban development urban transit urban transport urban planning migración pendular desarrollo urbano transporte urbano planificación urbana The purpose of this literature review and case study of the San Pedro and San Isidro neighborhoods of the city of Encarnacion, located on the periphery and dependent on the opportunities of the downtown area -labor, education, recreation and services - is to study the factors that influence the flow of vehicular movement in terms of their accessibility to the downtown area, as elements that promote development in the urban environment. The descriptive methodology used, including the application of questionnaires and interviews with inhabitants over 18 years of age who move around, and completed with observation, measurement and participating observation, shows as a result that the needs of the population are not being met in the neighborhoods under study, and that greater displacements are required to satisfy them, which, in turn, evidences the influence of external factors such as urban planning. It can be concluded that among the factors that influence mobility, location and reliance on services in other areas predominate. El trabajo de revisión bibliográfica y estudio de los casos de los barrios San Pedro y San Isidro, de la ciudad de Encarnación, localizados en la periferia y dependientes de las oportunidades del casco céntrico —laborales, educativas, recreativas y de servicios— tiene por objetivo estudiar los factores que influyen en los flujos de movimiento vehicular en cuanto a su accesibilidad al casco céntrico, como elementos que permiten fomentar el desarrollo en el medio urbano. La metodología descriptiva empleada, con aplicación de cuestionarios y entrevistas a pobladores de más de 18 años que se movilizan, completada con observación, medición y observación participante, muestra como resultado que las necesidades de la población no están siendo resueltas en los barrios en estudio, y que se requieren mayores desplazamientos para satisfacerlas, lo cual, a su vez, evidencia la influencia de factores externos, como la planificación urbana; cabe concluir que entre los factores que influyen en la movilidad predominan la localización y la dependencia de servicios en otras áreas.
