Resumo:The study object is the intermediate sized patrimonial cities in Colombia, declared in 1959 for possessing some interesting variables within the interpretation for its characteristics of department capital and execution of the works having enough architectural patrimony. This investigation makes part of the process of construction of the doctoral thesis for the study of case of Tunja as a patrimonial city. To be able to understand the development of the concept of what has meant the patrimony at world level, it was necessary to start from an international mark based on the most significant treaties that impacted in Latin America, and that they would be interpreted inside the laws, the ordinances and the norms that have governed in Colombia through time. They have taken as reference three cities (Tunja, Popayán and Pasto) with characteristic similar to understand the impacts of the patrimonial policies and the works derived from them. This article is a reflection on the value of the patrimony concept in function of the conservation of a living center and to revise the implications of the conservation of an empty architectural element.
