This investigation makes part of the process of construction of the doctoral thesis for the study of case of Tunja as a patrimonial city. To be able to understand the development of the concept of what has meant the patrimony at world level, it was necessary to start from an international mark based on the most significant treaties that impacted in Latin America, and that they would be interpreted inside the laws, the ordinances and the norms that have governed in Colombia through time. They have taken as reference three cities (Tunja, Popayán and Pasto) with characteristic similar to understand the impacts of the patrimonial policies and the works derived from them. This article is a reflection on the value of the patrimony concept in function of the conservation of a living center and to revise the implications of the conservation of an empty architectural element. El objeto de estudio son las ciudades intermedias patrimoniales en Colombia, declaradas en 1959, que por sus características de capital de departamento poseen unas variables interesantes dentro de la interpretación y ejecución de las normas sobre patrimonio arquitectónico. Esta investigación hace parte del proceso de construcción de la tesis doctoral sobre el estudio de caso de Tunja como ciudad intermedia patrimonial. Para poder entender el desarrollo del concepto de lo que ha significado el patrimonio a nivel mundial, fue necesario partir de un marco internacional basados en las cartas más significativas que repercutirían en los tratados que incidieron en Latinoamérica, y que se interpretarían dentro de las leyes, los decretos y las normas que han regido en Colombia a través del tiempo. Se han tomado como referencia tres ciudades (Tunja, Popayán y Pasto) con características similares para entender los impactos de las políticas patrimoniales y los efectos que han repercudido sobre las mismas. En este artículo se reflexiona acerca del valor del concepto de patrimonio en función de conservar un centro vivo, y revisar las implicaciones de la conservación de un elemento arquitectónico inhabitado.
