This induces that the new classification model and Colombian territorial development is framed in three fundamental axes as they are: housing, the environment and the patrimony. This reflection, product of studies and investigations regarding the development, the classification and the planning of the Colombian territory along the last and entrance the present century, outlines the imperious necessity to respond to this model starting from a classification and an integral planning that propend for the sustainable development of this territory and its community in answer to the command of the constitution of Colombia promulgated in 1991. La expansión demográfica y el crecimiento desmedido y no planificado de las ciudades, aunado a la falta de desarrollo en las zonas rurales, se presentan como fenómenos característicos del siglo XX, que dejan, además de problemas medioambientales sin precedentes, una deuda en el grueso de la población colombiana al generar en ella desarraigo y falta de oportunidades para su desarrollo socioeconómico y cultural. Esto induce a que el nuevo modelo de ordenamiento y desarrollo territorial colombiano se enmarque en tres ejes fundamentales como son la vivienda, el medioambiente y el patrimonio. Esta reflexión, producto de estudios e investigaciones respecto al desarrollo, el ordenamiento y la planificación del territorio colombiano a lo largo de la pasada centuria y entrada la presente, plantea la imperiosa necesidad de responder a este modelo a partir de un ordenamiento y una planificación integral que propenda por el desarrollo sostenible de dicho territorio y su comunidad en respuesta al mandato de la Carta Magna de Colombia promulgada en 1991.
