الملخص:The following article exposes how the implementation of the Inclusionary Zoning took place both in cities of the United States of America and São Paulo. By this article hopes to demonstrate the differences and the similarities between the american inclusionary zoning programs, active since the 1970s’, and the recent implementation of the Cota de Solidariedade tool in São Pauloin the city’s master plan approved on July 31, 2014. There was also an effort put into understanding the success and the failures of strategies and the characteristics that made some programs more successful than others, through the analysis of amercian historical of facing the matter, studies about programs of a few american cities and about São Paulo’s law.
