Urbanizationcosts In recent decades, investments in the development of informal low-income settlements occurred more frequently in areas that had received urban improvements. These projects have a number of factors that hinder interventions, such as the environmental fragility and the difficulty of access to areas of work. The objective of the research is to identify the feasibility of these interventions that aim to always keep people in their place of residence, considering as a limiting factor, environmental fragility, and high development costs. For the analysis are used the legal basis of low-income land tenure, which includes various dimensions and environmental rights. Also, it discusses social and environmental risks and their mitigation costs to contextualize the analysis. For costs assessment was used empirical method applied to the Jaburu community Project in Vitória-ES, which evaluated the degree of the executive design detail of the interventions, the construction techniques adopted and its implications on costs. In addition, a comparative analysis with the average cost of works in informal low-income settlements was made. As a result, it was found that the evaluated factors meant increases costs due to the difficulties of access and environmental fragility, supporting the premise that these can limit the right of the population to stay in these areas. Na última década, os investimentos em urbanização de assentamentos informais de baixa renda ocorreram, com maior freqüência, em áreas que já haviam recebido melhorias urbanas. Esses projetos possuem vários fatores que dificultam as intervenções, como: a fragilidade ambiental e a dificuldade de acesso às áreas de obras. O objetivo da pesquisa é identificar a viabilidade dessas intervenções que sempre visam fixar a população em seu local de moradia, considerando como fator limitante, a fragilidade ambiental e os elevados custos de urbanização. Para a análise são utilizados os fundamentos legais da regularização fundiária, que contemplam várias dimensões e direitos socioambientais. Também, foram discutidos os riscos sociais e ambientais e seus custos de mitigação para contextualizar a análise. Para a avaliação dos custos foi utilizado método empírico aplicado ao projeto da comunidade do Jaburu, em Vitória-ES, onde se avaliou o grau de detalhamento do projeto executivo das intervenções, as técnicas construtivas adotadas e suas implicações sobre os custos. Além disso, foi feita uma análise comparativa com os custos médios de obras em assentamentos informais de baixa renda. Como resultado, obteve-se que os fatores avaliados significaram incrementos de custos em decorrência das dificuldades de acesso e das fragilidades ambientais, corroborando com a premissa de que esses podem significar limitantes ao direito de fixação de populações para casos semelhantes.
