Urban sprawl Compact cities Renewal Housing Surplus This research looks into how to intervene in the constructed city in order to increase its sustainability and improve the quality of life, avoiding two unwanted phenomena: urban sprawl and population displacement. This research is part of a partial plan deriving hypothetically from a comprehensive urban management proposal. Said proposal is based on a greater and more committed state intervention in land market. It is an urban project and a management strategy that could be replicated under similar circumstances. Due to the dimension and approach to the issue, the area of study was narrowed to focus on a sector of two neighborhoods in the City of Cordoba: Güemes and Observatorio. The strategy for urban intervention incorporates micro densification situations as well as high and medium re-densification. It also includes a management and development strategy that builds on a land readjustment mechanism complemented by the sharing of burdens and benefits and the selling of construction rights as a way to recover surplus Esta investigación indaga sobre como intervenir en la ciudad construida aportando a su sostenibilidad y calidad de vida, evitando se produzcan dos fenómenos indeseados: la expansión sin límites y la expulsión de población. Se desarrolla, en el marco de un plan parcial derivado hipotéticamente de una propuesta de gestión urbana integral basada en una mayor y más comprometida3 intervención del Estado en el mercado del suelo, un proyecto urbano y una estrategia de gestión en tanto posible modelo cuyas bases pueden ser repetibles en situaciones similares. Dados la dimensión y el enfoque del tema-problema, se acota el área de estudio a un sector de los barrios Güemes y Observatorio abordando una estrategia de intervención urbana que integre situaciones de micro densificación, redensificación media y alta; acompañada de una estrategia de gestión y desarrollo sobre la base del mecanismo de Reajuste de Tierras complementado con el sistema de reparto de cargas y beneficios y la venta de derechos de construcción, como instancias de recupero de plusvalía.
