In the Argentine context, this shift was mobilized by the processes of modernization experienced by the main cities, boosting their social, economic and cultural structure. The recognition of the need for unprecedented modalities of action by the State leads to the inclusion of technical solutions, often structured in plans. This way the Stated responded to the demands for more leisure areas in the consolidating suburbs, trying to overcome the growing metropolitan anomie and to favor the construction of citizenship. The context of economic crisis in which public coffers were plunged forced both a readjustment of investment and the inclusion of palliative strategies for the largely unemployed population.The present article takes as a case study the Plan for the Creation of Parks and Squares sanctioned by the Legislature of the Province of Santa Fe in 1935, and executed during the subsequent five years. This State initiative of unprecedented is analyzed and recognized by the forceful transformation that it implied in the social and cultural landscape of the cities that were intervened, allowing in turn considering the link between the history of the State and the history of architecture and urbanism. Al promediar la década de 1930 se verificó una profunda transformación en las estrategias estatales en relación a las obras públicas, particularmente en materia de espacios públicos. En el contexto argentino, este viraje se vio movilizado por los procesos de modernización experimentados por las principales ciudades, dinamizando su estructura social, económica y cultural. El reconocimiento de la necesidad de inéditas modalidades de acción por parte del Estado llevó a la inclusión de soluciones técnicas, muchas veces estructuradas en planes de obras. De esta manera se daba respuesta a las demandas por más áreas de esparcimiento en los suburbios en consolidación, intentando superar la creciente anomia metropolitana para favorecer la construcción de ciudadanía. Por su parte, el contexto de crisis económica en que se encontraban sumidas las arcas públicas forzó tanto a un reacomodamiento de la inversión como a la inclusión de estrategias paliativas para la numerosa población desocupada.El presente artículo toma como caso de estudio el Plan de Creación de Parques y Paseos sancionado por la Legislatura de la Provincia de Santa Fe en 1935 y ejecutado a lo largo del lustro posterior. Esta iniciativa estatal es analizada y reconocida por la contundente mejora que implicó en el paisaje urbano de las ciudades intervenidas, permitiendo a su vez reflexionar sobre un momento particular del vínculo entre la historia del Estado y la historia de la arquitectura y el urbanismo.
